The Minister of National Education, Preschool and Sports, Chakib Benmoussa, and the most representative trade union centers were unable to overcome their differences during the second meeting of the sectoral social dialogue. Indeed, each party has camped on its positions on the subject of setting the maximum age at 30 and the preselection for the recruitment competition for executives of regional education and training academies (AREF).
During this meeting, held on Tuesday, November 23, the responsible minister maintained and defended his position, which the central trade unions neither shared nor therefore validated, reports the daily Al Ahdath Al Maghribia in its edition of Thursday, November 25. Moreover, these central trade unions (the National Federation of Education (UMT), the National Union of Education (CDT), the Free Federation of Education (UGTM), the National Federation of Education and the Union National Education (FDT), accused the minister of having taken the decision unilaterally.
However, the ministry’s press release indicates that “the meeting, which focused on the issue of executives of regional education and training academies and the reform of the education system, took place in a positive climate”. And to underline that the question of the preselection for the recruitment competition of the executives of the regional academies of education and training (AREF) aims “to enhance the profession, so as to enhance the competence of the teaching staff and to promote a new career. for teachers ”.
The objective of the supervision, adds the same source, will also make it possible to “set up a quality school and to help the pupil to develop his knowledge and know-how to contribute to the development of the country, through the employment opportunities that will be offered to him thanks to his skills, training being the appropriate means to establish equal opportunities ”. And to specify that the second meeting allowed the two parties to identify the essential questions and to examine them through four axes.
The first point concerns ready-made claims files that are the subject of draft decrees, namely “the files of the educational administration (educational administrator) and of the educational guidance and planning frameworks, in addition to priority issues concerning education. situation of civil servants holding higher diplomas, civil servants appointed outside their assignment cycle, administrative assistants, technical assistants and doctorate holders ”. The second axis is devoted to senior officials of AREFs, while the third axis relates to the draft statute for civil servants of the ministry, taking into account framework law 51-17 and the new development model.
As for the fourth axis, it concerns relations with educational unions, through the evaluation of note n ° 103 and its updating, if necessary, to promote participatory action. The same source adds finally that the two parties also agreed to “accelerate the regularization of certain administrative situations, in particular the advancements in grades and steps for the years 2019 and 2020, delayed due to the pandemic of the new coronavirus Covid- 19 ”.
